In our research we have found a now released CIA document that plants the seed for discrediting and a smear campaign against Willem Oltmans and his investigation into President Kennedy's murder and his findings concerning George De Mohrenschildt.On Feb 22,1998 the Central Intelligence Agency's Historical Review Program released document # 228058. The document was written September 21,1977 and was sent to the Deputy Director of Operations for The FBI. The document said..

Willem Oltmans contacts with Soviet officials which have never been satisfactorily explained add a sinister note to his present activities. His relationship with George De Mohrenschildt his relationship with Dimiter Adamov Dimitrov, his appearance before the House Select Committee on Assassinations, his private meeting with an official of the United States Department of Justice. Oltmans testimony and any statement made by Dimiter Dimitrov may well effect adversely the United States Intelligence Community's role in the present investigation into the John F. Kennedy assassination. From a counter intelligence point of view, Oltmans may, in fact be wittingly involved in a long term defamation campaign directed by the Soviet Union against the United States Intelligence and Security Services.

That document set the stage for the Central Intelligence Agency (CIA) to launch a major discrediting and smear campaign against Willem Oltmans and his Investigation of the Murder of John F. Kennedy and George De Mohrenschildt's involvement.
